List of case-based operating procedures in all PCR vans

Every PCR van will now have a set standard operating procedure (SOP) to attend to calls related to women in distress. The decision will help reduce room for error and PCR reaction time, police said.

The new system will ensure that each PCR van has notices that explain, in bullet points, the operating procedure to attend to a distress call. There is a separate SOP for every distress call, particularly those of molestation, rape, domestic violence and threat calls.

“For instance, if the call is about a rape incident, then the operator need not waste time (waiting) for a briefing from his supervisor to react. The SOP would guide the operator as to what he should do,” T N Mohan, Special Commissioner of Police (Operations) told Newsline.

Meanwhile, Delhi High Court on Thursday asked government and police to ensure that there is proper publicity to its orders that all hospitals, including private ones, cannot deny treatment to victims of criminal offences.

Too many cops for VIP security, use some to keep city safe: SC

Pointing out that even the Chief Minister feels that the national capital is not safe for women, the Supreme Court on Thursday observed that police personnel guarding the VIPs should be deployed for better purposes, including making the city safer for women.

“Yes, they can be deployed for several better purposes… Delhi Chief Minister has said the city is not safe for women. We are not concerned with individuals, but there are several persons who have been given security apparently without any reason or real threat. There are also people who are being prosecuted and are given security cover,” a bench of Justices G S Singhvi and H L Gokhale said.

Earlier, submissions by Additional Solicitor General (ASG) Indira Jai Singh and senior advocate Harish Salve had highlighted that while thousands of crore of rupees and large number of policemen were deployed in VIP security, their strength could instead be used to make the city safer.

“More than 8,000 policemen are deployed in VIP security in Delhi alone. Even if 4,000 of them are taken off and asked to do rampant checking of vehicles plying on the roads with other policing tasks, the incident that recently occurred (December 16 gangrape) would not have happened,” Salve said.

Court then sought to know from ASG Siddharth Luthra, who appeared for the Centre, about the different classes of people who were being provided security cover. Luthra had earlier adduced records containing the names of people given security but the court sought a detailed affidavit, classifying the VIPs in distinct groups.

“Do you see any justification to provide security to such a large number of people? We don’t want to take the name publicly but there are some people in your list who are even facing criminal cases. What is the requirement of giving security to people who are holding positions and not Constitutional ones? You have put all the judges of this court and High Court in this category. What is the purpose?” the Bench asked.

Luthra said he would file a better affidavit.

Adjourning the matter for February 14, the bench asked all states, which had failed to filed affidavits on the number of security personnel deployed for VIP security and the cost borne by them, to do so by Monday. It said in case they fail, their home secretaries will have to personally appear before the court.

E-fraud: Rs 46 lakh transferred to 12 accounts

Police on Friday arrested a man in connection with a fradulent electronic cash transfer from the account of a company director. The Mulund police is probing to find whether it was a racket that operated on a larger scale.

Investigations have revealed that the amount was transferred in a span 40 minutes to 12 separate accounts through Real Time Gross Settlement (RTGS) from the account of 29-year-old Ankur Korane, director of a cosmetics company.

Police sources said the transfer was for Rs 1 crore but before a stop-payment request could be effected, Rs 46 lakh had already been transferred.

A man who walked to the bank’s Borivali branch Friday morning, allegedly one of the 12 account-holders, has been arrested by police.

Taking the help of banking officials police are now trying to understand the levels involved in this kind of transaction. Police have also tracked down the IP address used for the transfer. The probe so far revealed that the password Korane chose to net bank was compromised and hacked into. Police is now trying to ascertain at which stage the password was compromised.

Korane, who got text alerts of huge transactions, rushed to the bank and was told to approach the Cyber Cell. He was redirected to Mulund Police station, as the branch where he held his account was in Mulund.

“We registered a complaint and issued a stop payment order to the bank immediately. A total of Rs 1 crore had been shown as transferred by then Rs 46 lakh was actually withdrawn,” said Quaiser Khalid, Addl CP (East) Region.

The probe being conducted by three teams found a link between arrested man and the remaining account-holders. The case has been registered under the Information Technology Act under cheating and forgery using impersonation charges.

“All 12 had accounts with some amount in them. All of them have approached banks for withdrawal and all of them seem to know each other and about the transaction,” said Khalid. According to cops, one of the leads show that the 12 had opened accounts for such online transfer with a nominal commission also sought for usage of accounts.

Assistant Commissioner of Police N S Madne confirmed the arrest and added that a few more arrests are expected in the city. “The identity of all the 12 is the main focus for now and we are trying to bridge them and understand where the account was hacked,” he added.

Hospitals can’t deny first response treatment to crime victims: HC

After it was told that accident or rape victims were often denied treatment by private hospitals, which did not want to involve themselves in crime cases, the Delhi High Court on Thursday held that private hospitals must must not turn away emergency patients on such grounds.

The bench comprising Chief Justice D Murugesan and Justice V K Jain issued the orders while hearing a suo motu case. An NGO had previously raised the question of speedy medical aid to victims. The point was raised again by counsel assisting the court, advocate Meera Bhatia.

The court directed Delhi government Principal Secretary, Health, “to issue appropriate directions to all hospitals to attend to all persons who are in dire need of immediate first-aid (or other) medical need due to involvement in some crime”.

The court also directed the Commissioner of Police to “issue instructions to all police personnel to take victims to nearest hospital for treatment”.

The court also asked police to look into a system of ‘SOS’ or ‘panic button’ messages, which could be sent by women from their cellphones to any number of their choice as well as to police.

“There could be some GPS-based system for a PCR van to track the location of the mobile phone from which the SOS message was sent. You could contact NIC or Infosys or TCS to consider this software,” the court said.

The court said Mumbai police was using a basic form of a similar system and asked the Delhi Police to “extend and refine” the software.
