E-stamping in city courts

To ensure hassle-free transactions and prevent fraudulent practices, the Delhi government has introduced electronic-stamping facility in all the district courts in the city while doing away with stamp papers of all denominations.

“Delhi has become the first state in the country to introduce e-court fee in all its district courts…. The new system was first introduced in Delhi High Court in November, 2012. The exercise for all six district courts has been completed within just three weeks,” Chief Minister Sheila Dikshit said.

She said this was a major step forward in the direction of a modern judicial system and an e-governed state. “The last court to implement the e-court fee system was the Kakardooma court where it was introduced last week,” Dikshit said.

It is a unique system, which enables the public and lawyers to get a court fee receipt of exact denomination, irrespective of the amount, thus, making the entire process of remitting court fee entirely paper-free,” she said.

This year, govt to train 20,000 in retail trade

After announcing its decision to make Delhi the first state to implement FDI in retail, the Congress-led government has taken another step in the direction. The Delhi government recently announced the increasing of its target enrolment under Swarna Jayanti Shahari Rozgar Yojana to 20,000 this year from the previous target of 1,500. The plan includes opening 120 centres across the city to impart training in retail trade to unemployed youths.

“There is a 15 per cent increase in the number of training centres. The number of training agencies have also been increased from last year’s 10 to 36. With the coming of FDI in trade, our focus is on training the youth in retail trade,” Director of Mission Convergence Santosh Vaidya said.

Promising gainful employment to youths under the vulnerable population category, government officials said 70 per cent beneficiaries have found employment under the scheme. “Of the 120 centres across Delhi, the growing focus is on retail trade, apart from beauty care, hardware repair and data entry operations. Training in retail trade can easily get unemployed youths jobs in the ever-growing shopping malls,” the official said.

The Delhi government has also set itself a target of imparting driving skills to 300 women through a partnership with Azad Foundation this year.

Officials said the initiative would not only help urban poor women move from the margins to the mainstream, but also help in making women passengers safer.

‘Women on Wheels’ is the signature initiative of Azad Foundation — which gives training to women chauffeurs by imparting driving skills, making the women understand the mechanics of a car, training them in handling emergencies while driving, teaching best practices related to driving, rules and regulations related to driving and honing their map reading skills.

Drivers with clean record for school buses: Govt

The Delhi government on Thursday issued fresh guidelines for vehicles ferrying school children. The new rules ban the drivers who have been booked for speeding, drink driving or under IPC Section 304 (culpable homicide not amounting to murder) from serving school children.

Also, drivers who have been challaned more than twice in a calendar year for violations like overtaking and jumping traffic light will not be allowed at the wheel of vehicles ferrying students.

The stringent guidelines for buses, mini-buses and drivers come in the wake of the death of a five-year-old kindergarten student of The Air Force School, Subroto Park, on Tuesday.

Gauri Trivedi died of head injuries after the driver of her private school cab jumped a traffic light and crashed into another vehicle near Dhaula Kuan Metro station.

“The city government is concerned about the safety of the school children and has come out with the new guidelines after consultation with experts and senior officers. According to the new guidelines, only those drivers would be allowed to drive these buses who have five years’ experience of driving a vehicle of this category. The drivers should not be challaned more than twice in a calendar year on account of certain violations like overtaking, jumping red light, violating, etc,” Transport minister Ramakant Goswami said.

The driver also has to wear a uniform of grey trousers and jacket and a name tag.

The owner of such buses will have to display prominently that the vehicle is being used by school children. “The colour of the board will be golden-yellow in iconographic representation of two school children. The bus will not carry more than one and half times the number of passengers authorised in registration certificate. The bus must carry a copy of the valid agreement with the educational institute and complete list of the school children showing their names, classes, residential addresses and points of embarking and dis-embarking. Further, the buses owned by schools must be painted in golden-yellow colour,” Goswami said.

The bus will have to be equipped with a first-aid box, fire extinguisher and must have provision for bag racks under the seats. Amber flashing lights will have to be put up on the top four corners on the exterior of the bus — these will be activated whenever the bus stops.

For DRIVER

n Must never have been booked for speeding, drink driving or under IPC Section 304

n Must not have more than two challans in a year for overtaking, jumping traffic light

n Must have a five-year experience in driving such vehicle

n Must wear uniform and a name tag

FOR BUS

n ‘School Bus’ must be prominently displayed on vehicle

n Will not carry more than one and half times the number of passengers authorised in registration certificate

n Must carry a copy of the valid agreement with the educational institute, list of the school children

n Buses owned by schools must be painted golden-yellow

n Must have a first-aid box, fire extinguisher, bag racks under the seats

n Amber flashing lights will have to be put up on the top four corners on the exterior of the bus
